The Minnesota Alliance for Problem Gambling and the Minnesota Lottery Join 2024 Gift Responsibly Campaign to Raise Awareness of Youth Gambling Risks
Campaign seeks to amplify how early exposure of gambling can increase one’s likelihood of a gambling addiction

ROSEVILLE, Minn. (Nov. 27, 2024) — The Minnesota Alliance for Problem Gambling (MNAPG) and the Minnesota Lottery announce their continued participation in the 2024 Gift Responsibly Campaign, an international responsible gambling campaign to raise awareness about the risks of underage lottery use. The campaign, organized by the National Council on Problem Gambling (NCPG) and the International Center for Youth Gambling Problems and High-Risk Behaviors at McGill University, unites lotteries and community organizations from across the nation and world. During November and December, MNAPG and the Minnesota Lottery will promote the campaign through public service announcements, social media content and press outreach.
At this gift-giving time of year, lottery scratch off tickets are a popular and easy gift to slip into a present or stocking. Holiday lottery tickets are designed to be festive, with bright colors and create fun and competition among family members who receive them. Research shows that the earlier a person’s participation or exposure to gambling in childhood, the more likely they are to develop a gambling problem later in life. Gambling addictions run in families and can often co-occur with other addictions such as alcohol, substance misuse and/or gaming addiction. Often these items are given to a child by an adult who is unaware of the associated risks.
“Many adults might not know the risks of gifting a scratch-off or lottery ticket to children or allowing them to play,” said Susan Sheridan Tucker, MNAPG Executive Director and NCPG Board of Directors President. “Yet it’s a risky activity for kids and teens. Approximately 10-14 percent of adolescents are at-risk for developing a problem with gambling. In Minnesota that translates to over 6,000 high school students, according to the 2022 Minnesota Student Survey.”
“We’re proud to partner with the Minnesota Alliance on Problem Gambling to raise awareness on the risks of youth gambling,” said Adam Prock, Minnesota Lottery Executive Director. “The message is simple — lottery tickets are not appropriate gifts for children. Lottery products are designed specifically for adults. We encourage Minnesota adults who do play to make and model safe, responsible choices.”
“The potential long-term risks associated with underage gambling exposure cannot be understated,” said Keith Whyte, NCPG Executive Director. “I commend MNAPG and the Minnesota Lottery for their commitment to raising awareness about the risks of youth gambling. Now, more than ever, we must continue to insist that lottery tickets are never appropriate gifts for children.”
Minnesotans can learn more about the Gift Responsibly campaign on MNAPG.org, where they can find information about warning signs and tips for addressing youth gambling. School groups, businesses and local organizations can also build their knowledge of gambling addiction and at-risk gambling by requesting a presentation or receiving a variety of resources available, including MNAPG’s high school toolkit on problem gambling and gaming, all at no cost.

Minnesota Lottery Reaches $4 Billion Milestone of Delivering Funds to Programs That Positively Impact the Lives of Minnesotans
ROSEVILLE, Minn. (Oct. 30, 2024) — The Minnesota Lottery delivered a big win for Minnesotans during its latest fiscal year (July 1, 2023 – June 30, 2024) by reaching a milestone of $4 billion returned to the state that helps expand outdoor recreational activities, support local agriculture, restore wildlife habitats and protect water quality across the state.
In fiscal year 2024 a record payout — $196.5 million — was returned to lottery beneficiaries to protect Minnesota’s environment and natural resources and support vital state services serving each of Minnesota’s 87 counties.
“After more than 30 years in operation, the future remains bright for the Minnesota Lottery,” said Adam Prock, Minnesota Lottery Executive Director. “Thanks to the hard work of our staff, the dedication of our retail partners, and the commitment of our players, we have been able to send more than $4 billion back to the state to support projects and programs that benefit all Minnesotans.”
In fiscal year 2024 players cashed in on $476.4 million in prizes. Lottery sales reached $775.7 million, the third highest total in the lottery’s 34-year history, with scratch games taking the lead at $524.9 million. Five record-setting jackpot runs fueled Minnesota’s highest lotto game sales to date.
A higher profit margin on lotto tickets contributed to a record return of $196.5 million for Minnesota’s important beneficiaries:
- $101.7 million to the General Fund, which supports education, public safety and health and human services.
- $93.3 million toward programs dedicated to the protection and preservation of Minnesota’s environment and natural resources:
- Environment and Natural Resources Trust Fund, $50.7 million
- Game and Fish Fund, $20.5 million
- Natural Resources Fund, $22.1 million
- $1.5 million for programs to help prevent and treat problem gambling.
The lottery’s success wouldn’t be possible without more than 3,000 hard-working retail partners located throughout Minnesota. Retailers earned $51.1 million in commissions and incentives, an average of $16,950 per business.
Other highlights of the fiscal year include the launch of the lottery’s first ever mobile convenience app which allows players to conveniently scan the back of their tickets to see if they’ve won a prize, enter 2nd Chance drawings, and create digital play slips.
Minnesota also had back-to-back Lotto America jackpot winners in fiscal year 2024: a Minnesota man claimed a $3.73 million jackpot in March and a Minnesota mom of two claimed a $3.1 million jackpot the following month in April. Minnesota’s own Gopher 5 jackpot game had its largest winner to date – a $2,045,590 jackpot that was won in Baxter.

Raffle tickets will be available to purchase beginning Oct. 22 at approximately 3,000 lottery retailers statewide. Each ticket costs $10 and includes a unique six-digit number. Players win if the number on their ticket matches one of 15,677 winning numbers announced on Jan. 1, 2025.
In addition to the two $1 million top prizes, the game includes the following prizes:
- $100,000 (5)

- $50 (9,700)
“Raffle tickets have sold out early every year, far before the New Year’s Eve deadline, and last year was no exception,” explained Adam Prock, Minnesota Lottery Director. “We sold out in a record 22 days, which didn’t even get us to Thanksgiving. This is one of our most popular gift-giving games, and tickets were gone before most people started their shopping so plan ahead to get in on the fun.”

ROSEVILLE, Minn. (April 30, 2024) — A Minnesota mom of two claimed a $3.1 million Lotto America jackpot on April 30.
The lucky mom bought one Lotto America ticket for the April 24 drawing using family birthdates that her mom had talked about during a recent video chat. The jackpot winner says the first thing she’s going to do is buy a plane ticket to visit her mom, who lives in Southeast Asia. “It’s been a long time since I’ve seen her,” she explained. “I’m looking forward to flying back home. Minnesota man claims $3.73 million Lotto America jackpot
ROSEVILLE, Minn. (March 6, 2024) — A Minnesota man turned a $2 Lotto America win into a $3.73 million jackpot in the March 4 drawing.
The lucky jackpot winner won $2 playing Lotto America during a recent trip to Cub Foods in Roseville so he decided to buy two more tickets. This time around, he won a lot more than he could have ever imagined when one of his tickets matched all six winning numbers to hit a $3.73 million jackpot.
“I was in disbelief,” he recalled after checking his ticket on mnlottery.com Tuesday morning. “I double checked the numbers, and then I texted my friend, and said, ‘Call me.’”
“I told them not to tell anybody, but you know how that goes,” he said with a laugh as he presented his winning ticket for payment at lottery headquarters in Roseville on March 5. He came back the next day to select the $1.78 million cash option and officially claimed the prize.
He said he’s looking forward to paying off his mortgage and being debt free. “I will probably buy a new car, too,” he said.
In Minnesota, jackpot winners are automatically anonymous. While the lucky jackpot winner claimed his prize anonymously, he agreed to share part of his story.
He went on to say that Lotto America is his game of choice. “If I play the lottery, it’s Lotto America,” he explained. “It’s cheaper — tickets are only a buck and I have a better chance to win.” The odds of winning the jackpot are still a long shot — approximately 1 in 25.9 million.
Cub Foods in Roseville, located at 2100 N. Snelling Ave, earned a $10,000 bonus for selling the jackpot-winning ticket.
This was the third time Minnesota had a jackpot winner since the game launched in 2017. The first Lotto America jackpot was won in Minnesota on March 14, 2018 — the $22.8 million winning ticket was purchased at a Holiday Stationstore in Roseau. The second Lotto America jackpot, worth $21.6 million, was sold at Holiday Stationstore #395 in Ramsey on July 10, 2019.
Lotto America is a multi-state game offered in 13 states. Tickets cost $1 and jackpots start at $2 million. Drawings are held Mondays, Wednesdays, and Saturdays at 9:20 p.m. Tickets must be purchased by 9 p.m. on drawing days.

The Minnesota Alliance for Problem Gambling and the Minnesota Lottery Join 2023 Gift Responsibly Campaign to Raise Awareness of Youth Gambling Risks
Campaign seeks to amplify how early exposure of gambling can increase one’s likelihood of a gambling addiction

Roseville (NOV. 29, 2023) – The Minnesota Alliance for Problem Gambling and the Minnesota State Lottery today announced their continued participation in the 2023 Gift Responsibly Campaign, an international responsible gambling campaign to raise awareness about the risks of underage lottery use. The campaign, organized by the National Council on Problem Gambling (NCPG) and the International Center for Youth Gambling Problems and High-Risk Behaviors at McGill University, unites lotteries and community organizations from across the nation and world.
Research shows that the earlier a person’s participation or exposure to gambling is in childhood, the more likely they are to develop a gambling problem later in life. Gambling exposure during childhood is often through some kind of lottery product, such as lottery tickets or scratch offs. Often these items are given to a child by an adult who is unaware of the associated risks.
In Minnesota, gambling is surging among minors; the 2022 Minnesota Student Survey found that over 6,000 high schoolers indicated having issues with gambling and that online use has increased since 2019. All gambling in Minnesota is for individuals 18 and older.
During November and December, MNAPG and the Minnesota Lottery will promote the campaign through public service announcements, social media content and press outreach.“
Many adults might not consider the risks of gifting a scratch-off or lottery ticket to children or allowing them to play,” says MNAPG Executive Director and NCPG Board of Directors President Susan Sheridan Tucker. “Yet it’s a dangerous activity for kids and teens. Gambling revs up the brain’s reward hub and primes the body to seek greater thrills over time. Growing minds can’t fully weigh these risks and decisions.”
“We’re pleased to partner with the Minnesota Alliance on Problem Gambling to elevate the risks of youth gambling,” says Minnesota Lottery Executive Director Adam Prock. “Lottery products are designed specifically for adults. We encourage Minnesota adults who do play to make and model safe, responsible choices.”
“The potential long-term risks associated with underage gambling exposure cannot be understated,” said NCPG Executive Director Keith Whyte.
School groups, businesses and local organizations can also build their knowledge of gambling addiction and at-risk gambling by participating in MNAPG’s free Community Outreach presentations.
